Rajasthan's Barmer Refinery: A Jewel in the Desert for Jobs and Opportunities

Union Minister of Petroleum and Natural Gas, Hardeep S Puri, has announced that the Barmer refinery project will be the "Jewel of the Desert" and will bring jobs, opportunities and joy to the people of Rajasthan. The project has been designed according to the Atmanirbhar Bharat and Make in India vision of Prime Minister Narendra Modi.

The Greenfield Refinery cum Petrochemical Complex is being set up by HPCL Rajasthan Refinery Limited (HRRL) of Hindustan Petroleum Corporation Limited (HPCL) and Government of Rajasthan (GOR) having a stake of 74% and 26% respectively. The project was approved in 2013 and work commenced in 2018, with more than 60% of the project completed despite severe setbacks faced during the COVID-19 pandemic.

Benefits for the region

The refinery complex will process 9 million metric tonnes per annum (MMTPA) of crude and produce more than 2.4 million tonnes of petrochemicals, reducing India's import bill on petrochemicals by Rs 26,000 crore. The project will act as an anchor industry for the western Rajasthan industrial hub and help India achieve its vision of achieving 450 MMTPA refining capacity by 2030.

The project will generate social-economic benefits for the region in terms of employment generation and infrastructure development, including about 35,000 direct and 100,000 indirect jobs. HRRL will open a Co-ed school till class 12th catering to about 600 students, which will be the first school in the vicinity. A 50-bed hospital is also being developed, and construction for both projects is expected to be completed by December 2023.

The establishment of the refinery will increase connectivity in the region, and construction of roads for the villages in the vicinity will help improve it. The refinery complex will also provide environmental benefits such as the development of a wetland habitat for migratory birds like the Demoiselle crane. Other works will include rejuvenation of natural surface water bodies and avenue plantation from Pachpadra to Khed. A study is being conducted by the AFRI for the desert lands in the complex to convert them into a green belt. Once the recommendations are received, the plantation will be carried out with the help of the forest department under deposit works.

Boost for industrial development

The project will also give a boost to industrial development in the region. During the construction phase, it will lead to growth of the construction industry, mechanical fabrication shops, machining and assembly units, supply of heavy equipment like cranes, trailers, JCBs etc, transportation and hospitality industry, automotive spares and services and sand blasting and painting shop etc.

Petchem downstream small-scale industries will develop using petrochemical feedstock from RRP such as injection moulding, blow moulding, rotomoulding, films, and others like tyres, pharmaceutical, detergents, perfumes, inks, nail polish, paint thinners etc. It will also lead to the development of major downstream industries like chemical, petrochemical & plant equipment manufacturing. HRRL will produce butadiene, which is the raw material used to manufacture rubber, providing impetus to the automotive industry.

Revenue generation

The total annual contribution of the petroleum sector to the state exchequer shall be about Rs 27,500 crore, out of which, the contribution by the refinery complex shall be Rs 5,150 crore. The exports of the products to a tune of about Rs 12,250 crore shall earn valuable foreign exchange.

The Barmer refinery project is set to transform the region with social-economic benefits, environmental benefits and increased employment opportunities. The project will not only reduce India's import bill on petrochemicals but will also provide social-economic benefits to the region, such as employment generation and infrastructure development. The establishment of the refinery will also increase connectivity and provide environmental benefits. Overall, the Barmer refinery project is a major boost to the industrial development of the region, bringing jobs, opportunities, and joy to the people of Rajasthan.
