Modi Cabinet approves “Vibrant Villages Programme

The Union Cabinet chaired by Prime Minister Narendra Modi has approved the Centrally Sponsored Scheme- “Vibrant Villages Programme” (VVP) for the Financial Years 2022-23 to 2025-26 with a financial allocation of Rs. 4800 Crore.

Union Minister Anurag Singh Thakur in a cabinet briefing held on February 15 informed that comprehensive development of villages of blocks on the northern border is being initiated, improving the quality of life of people living in identified border villages.

This decision also aims to encourage people to stay in their native locations in border areas, reversing outmigration from these regions and contributing to improved border security. In order to achieve inclusive growth and create the population in the border regions, the programme will provide funding for the development of vital infrastructure and creation of livelihood opportunities in 19 districts, 46 border blocks, four states, and one UT along the country's northern land border. 663 villages will be included in the initiative in the first phase.

The programme assists in identifying and developing the economic drivers based on local human and natural resources of the border villages on the northern border and the development of growth centres on "Hub and Spoke Model". It includes the promotion of social entrepreneurship, empowerment of young people and women through skill development and entrepreneurship, leveraging the tourism potential through the promotion of local cultural, and traditional knowledge, heritage, and development of sustainable eco-agribusinesses on the concept of “One village-One product” through community-based organisations, SHGs, NGOs, etc.

Gram Panchayats will assist the district administration in developing vibrant village action plans and 100 % saturation of Central and state schemes will be ensured. The key outcomes that have been attempted from this programme are- connectivity with the all-weather road, drinking water, 24x7 electricity- Solar and wind energy to be given focused attention, and mobile and internet connectivity, along with tourist centers, multi-purpose centers, and health-wellness Centers. The Union Minister also informed that there will not be an overlap with Border Area Development Program.
